What is the average FPS of your server?

40-60 fps, but every 30 seconds there is a delay of 5 seconds.

Do you have any scripts that require DRM

Yes, one call at the start of the server is causing it to freeze constantly for the rest of the uptime. Makes sense! /s

Do you actually see the FPS drop when that delay happens or is it just the client freezes then resyncs?

Does it desync or freeze the clients?

Just desync

I would look towards editing your basic.cfg values or checking network traffic from the server. If you don't see server fps drop, that could be a networking issue. You can also use 3rd party tools and mods to monitor FPS without being connected to the server, so you could see the fps when it freezes on your client.
